STATEN ISLAND, N.Y. -- In a report to the mayor’s office, the NYC Office of Nightlife has suggested the creation of designated 24-hour “entertainment districts,” where nightlife can continue around the clock.

According to the report, closing hours can cause late night activity to travel to unlicensed venues and come into conflict with local residences.

Furthermore, the report states that having uniform closing hours may “lead to increase tensions” with large groups of people leaving venues and entering public streets and sidewalks.

“In residential areas, nightlife and music venues can create noise and attract traffic that draws complaints from neighboring residents,” reads the report. “Allowing 24-hour use in specified districts, if implemented properly, can help people to move at their own pace and reduce conflicts.”

Amsterdam is one of several cities that has begun to allow venues to apply for 24-hour licenses, according to the report. The city has limitations and strict criteria on which venues are allowed to hold these permits, with emphasis on locations that won’t be an “inconvenience to local residents.”

According to the report, approximately a dozen venues in Amsterdam hold this permit, “which allows for safer, more coordinated late-night activity throughout the city.”

The NYC Office of Nightlife stated that it will begin to work with the Department of City Planning to identify areas where limited 24-hour programs could be tested.
