McDonald’s is raising pay for employees at its corporate stores and encouraging franchisees to follow suit as the company and other businesses struggle to hire workers in a tight labor market brought on by the COVID-19 pandemic, The Associated Press reports.

The company announced it will raise wages to an average $13 per hour for crew members at its 650 corporate-owned restaurants in the coming months, and committed to hitting a $15 per hour average by 2024, McDonald’s announced in a news release Thursday. Entry-level workers will make at least $11 per hour; shift managers will make at least $15 per hour.

However, 95% of McDonald’s nearly 14,000 U.S. restaurants are independently owned and operated, which means the pay increases do not apply to the majority of those working under the golden arches.

“We encourage all our owner/operators to make this same commitment to their restaurant teams in ways that make the most sense for their community, their people and their long-term growth,” McDonald’s U.S. President Joe Erlinger wrote in a letter to employees obtained by AP.

Fight for $15 and a Union, a labor group which is trying to unionize fast food workers, isn’t satisfied with the raises for some workers and a representative told AP it will continue to demand a starting wage of $15 per hour for all McDonald’s workers.

McDonald’s announcement follows commitments from other restaurants to increase wages, including Chipotle, which this week promised a $15 per hour average by the end of June, AP reports. Amazon, Costco and other large companies have also recently announced raises.

U.S. workers’ wages and benefits have been increasing rapidly as vaccinations help move the economy toward reopening, spurring high labor demand. In the largest gain in more than 13 years, total compensation rose 0.9% in the first quarter of 2021, according to the U.S. Labor Department.
